No business-ownership system has been announced. Not confirmed, not denied.

Rockstar has not described a business-ownership or passive-income system for this game. The expectation that one exists comes from GTA V and from Vice City, not from anything said about GTA VI. Guides titled "best businesses to buy in GTA 6" are ranking a feature set nobody has announced.

No. Safehouses unlock through the story — Rockstar said buying them would not fit it.

Residential safehouses cannot be bought with money. The reasoning given is narrative rather than technical: it would not fit Jason and Lucia's position of being on the run. Safehouses unlock through story progression instead. This came out of the preview-event interview round rather than a published Rockstar page, which is why it is on the record but not in a document.

Yes — garages are purchasable, separately from safehouses.

Garages can be bought to expand vehicle storage, and they are the one property type reported as purchasable. It is a narrow answer and a useful one: it tells you the game has a property economy of some kind without telling you how far it extends.

Leonida Keys Safehouse, Bayside Safehouse, Starlet Motel Safehouse, Paradise Garage and Shore Court Garage have all appeared in published material. They are places that were shown, not a list Rockstar published — so the set is "what has been spotted so far", and it will grow every time new footage appears.
